해결방법
내 경우에는 nginx의 상태를 active로 만든다.
설명
내 경우에는 nginx의 상태가 active가 아닌 Failed였기 때문에 발생한 문제였다.
nginx config 파일을 잘못 작성했기 때문이었고, config 파일(/etc/nginx/sites-enabled/config)을 제대로 수정한 다음, nginx를 restart한 다음 ssl 발급을 시도하니 문제가 해결되었다.
